The Before

The Project Management Agreement (PMA) is a critical pre-construction coordination document used in Military Construction (MILCON) programs to align stakeholders and capture early decisions. Historically, PMA development required in-person facilitation, limiting scalability, consistency, and accessibility across the Department of Defense (DoD). With the potential for a DoD-wide mandate requiring PMA completion for all MILCON projects, the existing process introduced key risks:

  • Lack of standardized workflow and documentation
  • Limited accessibility for distributed stakeholders
  • Inefficient, facilitator-dependent execution model
  • Inconsistent adoption across projects and teams

A scalable, digital-first solution was required to transform the PMA into a structured, repeatable, and accessible online process.

The After

Using feedback gathered from multi-functional teams, I designed and built a prototype web-based PMA collaboration platform to digitize and standardize the end-to-end PMA process for OSD rollout. The solution combined Power Pages for secure external access, Power Apps for guided user interaction, and Dataverse as the structured data backbone, enabling a unified, role-based collaboration experience.

Key capabilities included:

  • Step-by-step guided PMA creation workflow
  • Real-time collaborative data entry across stakeholders
  • Standardized project documentation generation
  • Secure external access for non-tenant users via Power Pages
  • Automated document creation and export using Power Automate and Word templates
  • Optional reporting layer via Power BI for visibility into PMA status and progress

The result is a repeatable digital framework for PMA execution, improving consistency, transparency, and adoption across stakeholders.
